The White Cell Project is the SAIS Wargaming Club's first, long-term project to design, create, and run out own wargame.
Gray Waters
Gray Waters is a political-military wargame in which the People's Republic of China, the United States, and the Republic of Philippines content over the Second Thomas Shoal.
They do so across three domains at once: the kinetic, where coast guards, militias, and navies contest the water; the political, where states bargain, coerce, and manage their own coalitions; and the cognitive, where each side fights to fix the narrative of events for its own public and for the world. The game models gray-zone warfare, political decision making, and information warfare campaigns in the threshold between great power competition and armed conflict.
